An Unprecedented Dilemma: One University, Two Political SystemsRichard Stone
Macau is planning to build a new campus for the University of Macau on Hengqin Island; the catch is that Hengqin is part of mainland China, so the new campus may no longer come under Macau's legal and administrative system. At stake are academic freedoms and an open social milieu that Macau residents enjoy and most Chinese do not: unfettered Internet access, for instance, and a legal system that excludes capital punishment.
